NetRexx on OS/390

The 390 expects all the text files to be in EBCDIC.  The rest of the world expects ASCII.  

I have not verified it, but I expect that the bytecode portions will operate flawlessly.

Is there a special package for the 390?  Should there be?

If there is not, I will plan to convert all the web pages to EBCDIC or access them from another platform.  
The other files that need to be EBCDIC are any NetRexx source files.  The editors expect EBCDIC.  As I write this, I fear that there is a large problem in my path.  But I will proceed.
If someone knows that this is not going to work, please save me time and put me out of my misery.

Is getting the files into, converted into ebcdic the problem?

I ask because DeScribe has ebcdic as one of it's save as file formats.  I
used it when I was learning some JCL last year.  I would ftp the file and
it would run fine.
